Why do we need a Laneways Framework?

    A Laneways Framework for the Coffs Harbour Local Government Area is required for the following reasons:

    What is the purpose of the Laneways Framework?

    The Laneways Framework will improve the use and management of laneways to support our community’s vision for Coffs Harbour, as ‘Connected, Sustainable, Thriving’.

    It will also improve:

    • Support events in laneways;
    • Development potential increasing activity in laneways;
    • Providing pedestrian access through laneways; and
    • Servicing laneways for example: garbage truck collections


    How was the draft framework developed?

    This framework was developed through research into what other Council's are doing, utilising the NSW Design of Roads and Streets Guide, and industry feedback received throughout the development of the Local Growth Management Strategy as to why laneways have not been utilised to stimulate infill development. Feedback captured throughout this process revealed:

    • Development standards are making laneways access cost prohibitive to develop lots off a laneways;
    • Providing pedestrian access can be restrictive; and
    • Servicing laneways for example: garbage truck collections.

    What are Development Control Plans?

    DCPs provide detailed planning and design guidelines to support the planning controls in the local environmental plans.

    A DCP describes how to go about a land use. They identify provide additional development controls and standards for addressing and managing issues at a local level and provides information to meet Council requirements for sustainable, quality development.
