How do I make a submission on the Planning Proposal and/or the draft Development Control Plan mapping amendments?

    For electronic/online submissions: The bottom of this Have your Say page has an "Electronic Submissions" section. You can upload an existing document using the Lodge a Submission link or you can type your comments in the field provided. You will be required to register legitimate contact details for your submission to be accepted.

    For written submissions: clearly mark your correspondence as a:

    "Submission to:

    • Planning Proposal PP-2021-2954 to rezone Part Lot 1 DP 360716 and Part Lot 15 DP 7956, Coramba Road, Coffs Harbour for low density residential purposes and amend development standards; and/or
    • Draft Coffs Harbour Development Control Plan 2015 - Amendment No. 22 (288-24 Coramba Road Coffs Harbour).

    Written submissions should be addressed to the General Manager, Locked Bag 155, Coffs Harbour 2450, or emailed to coffs.council@chcc.nsw.gov.au and are to be submitted no later than close of business on Friday 25th June 2021.

    Council is committed to openness and transparency in its decision making processes. The Government Information (Public Access) Act 2009 requires Council to provide public access to information held unless there are overriding public interest considerations against disclosure. Any submissions received will be made publicly available unless the writer can demonstrate that the release of part or all of the information would not be in the public interest. However, Council would be obliged to release information as required by court order or other specific law.

    Written submissions must be accompanied, where relevant, by a "Disclosure Statement of Political Donations and Gifts" in accordance with the provisions of the Local Government and Planning Legislation Amendment (Political Donations) Act 2008 No. 44. Disclosure forms are available from Council's Customer Service Section or on Council's website.

    What is the objective of the Planning Proposal?

    The objective of this planning proposal is to amend Coffs Harbour Local Environmental Plan 2013 to accurately apply environmental and residential zones and corresponding minimum lot size and terrestrial biodiversity maps relating to the land. The proposal shall rezone part of the land, currently mapped as Zone E2 Environmental Conservation, with negligible environmental values. 

    What amendments are proposed for Local Environmental Plan 2013?

    The intended outcomes of the proposed amendment to Coffs Harbour Local Environmental Plan 2013 (LEP 2013) will be achieved by amending the following Coffs Harbour LEP 2013 maps:

    • Coffs Harbour Land Zoning Map (Sheet LZN_006A) over 288-294 Corama Road, Coffs Harbour - Lot 1 DP 360716 & Lot 15 DP 7956 to change land currently within Zone E2 Environmental Conservation to Zone R2 Low Density Residential;
    • Coffs Harbour Minimum Lot Size Map (Sheet LSZ_006A) over 288-294 Coramba Road, Coffs Harbour - Lot 1 DP 360716 & Lot 15 DP 7956 to change those parts of the land proposed to be within Zone R2 Low Density Residential (and currently subject to minimum lot size provision AB - 40 hectares) to F - 400 metres; and
    • Coffs Harbour Terrestrial Biodiversity Map (Sheet CL2_006A) over 288-294 Coramba Road, Coffs Harbour - Lot 1 DP 360716 & Lot 15 DP 7956 to change those parts of the land proposed to be within Zone R2 Low Density Residential to no longer be mapped as terrestrial biodiversity.

    What mapping amendments are proposed for Development Control Plan 2015?

    A development control plan (DCP) provides detailed planning and design guidelines and associated mapping to support the planning controls in the Local Environmental Plan (LEP).

    It is necessary to amend maps contained within Coffs Harbour Development Control Plan 2015 to align with the proposed LEP amendments contained in this planning proposal. The following maps will be amended:

    • Coffs Harbour Density Map over 288-294 Coramba Road, Coffs Harbour - Lot 1 DP 360716 and Lot 15 DP 7956 to change those parts of the land proposed to be within Zone R2 Low Density Residential (and currently subject to no density provision) to B - 400 metres; 
    • Coffs Harbour Front Setbacks Map over 288-294 Coramba Road, Coffs Harbour - Lot 1 DP 360716 and Lot 15 DP 7956 to change those parts of the land proposed to be within Zone R2 Low Density Residential (and currently subject to front setback provision merit assessment) to A - 6 metres; and
    • Coffs Harbour Side & Rear Setbacks Map over 288-294 Coramba Road, Coffs Harbour - Lot 1 DP 360716 and Lot 15 DP 7956 to change those parts of the land proposed to be within Zone R2 Low Density Residential (and currently subject to side & rear setbacks provision merit assessment) to C - 900 - 675 mm.

    Has the NSW Department of Planning, Industry and Environment endorsed this LEP Amendment for public exhibition?

    On 7 May 2021, the Minister of Planning and Public Spaces determined pursuant to Section 3.34 (2) of the Environmental Planning and Assessment Act 1979 to issue a Gateway Determination for Planning Proposal PP-2021-2954 and authorised Coffs Harbour City Council to exercise its delegation to make the Plan. In accordance with the Minister's determination and Council's resolution, the planning proposal is now publicly available for community consultation.
