The City of Coffs Harbour is seeking community feedback on a planning proposal to rezone land at 28, 35 and 89 Sugarmill Road, Sapphire Beach from Zone RU2 Rural Landscape to Zone R5 Large Lot Residential and Zone C2 Environmental Conservation.

The proposal will enable future use of the land for large lot residential purposes.

Amendments to Coffs Harbour Local Environmental Plan 2013 will:

  • Adjust the Land Zoning Map applying to the subject land from Zone RU2 Rural Landscape to Zone R5 Large Lot Residential and Zone C2 Environmental Conservation.
  • Amend the minimum lot size applying to the subject land within Zone R5 Large Lot Residential from 40 ha to 6,000 m2.
  • Amend the Coffs Harbour Terrestrial Biodiversity Map to align with the land proposed to be included within Zone C2 Environmental Conservation.

Amendments to Coffs Harbour Development Control Plan (DCP) 2015 are also proposed to align with the land use zoning changes. These amendments relate to front, side, and rear building setback controls, and the preservation of vegetation map.
