Acknowledgement of Country

The City of Coffs Harbour acknowledges the traditional custodians of the land, the Gumbaynggirr people, who have cared for this land since time immemorial. We pay our respects to their elders, past, present and emerging, and commit ourselves to a future with reconciliation and renewal at its heart.

Why we are seeking feedback

The Coffs Harbour Aboriginal Cultural Heritage Management Plan (Plan) was adopted by Council on 8 August 2024.

A review of the Plan has been undertaken to ensure that it achieves a balanced approach to the assessment of development proposals in relation to Aboriginal cultural heritage.

Since the adoption of the Plan, the City has received industry feedback about the performance of the Plan and issues associated with some of the processes outlined in the Plan, in particular, low-impact development that is unintentionally being caught up in the processes.

In response to this feedback, the City has undertaken a review of the Plan in collaboration with the Coffs Harbour and District Local Aboriginal Land Council (Land Council) and Gumbaynggirr Cultural Knowledge Holders.

The City is now seeking feedback on a number of proposed amendments to the Plan to ensure that relevant development is addressed through the processes outlined in the Plan, whilst ensuring that Aboriginal cultural heritage is appropriately considered as part of the City’s planning response.

Following the exhibition period, the City will review all feedback received and report back to Council.
