Alcohol Restricted Zones


Council is seeking comments about the Alcohol Free Zones (AFZ), Special Event Alcohol Free Zones (SEAFZ) and modified Alcohol Prohibited Areas (APA) which may be viewed in the online mapping tool.

The deadline for submissions is close of business Friday 18th October, 2019.


Section 644 of the Local Government Act allows Councils to establish restrictions on drinking alcohol in public places to reduce the likelihood of serious crime. The Act requires Council to consult with the community when establishing and re-establishing AFZs and SEAFZs (Sec. 644A).

Alcohol Free Zones

AFZs are installed on roads, footpaths and public car parks. The zone may be established for a maximum period of four (4) years and applies 24 hours a day. Council must follow the same process to re-establish zones (Sec 644B(4)) including community consultation.

Council proposes to:

  1. Re-establish existing AFZs for another four (4) years, commencing 16 November 2019 in the following locations:
Coffs Harbour-Railway Station Area
Camperdown St (part), Angus McLeod Pl, Possums Ln.
Sawtell
Parts of 1st, 2nd, 4th & 22nd Ave, & 3rd Ave.
Woolgoolga-CBD
Multiple streets, carparks.
Sapphire Beach
Parts of North Sapphire Rd, Beach Way & carpark.
Coffs Harbour-CBD
Multiple streets, lanes, carparks .
Coffs Harbour-Jetty
Jordan Esp, Marina Dr (part), multiple carparks.
Coffs Harbour - West
Murray Dr car park and internal road
Coffs Harbour - Park Beach
Ocean Pde (part),carparks-Macauleys

New AFZs

2. Install new AFZs in the following streets in Sawtell four (4) years, commencing 16 November 2019 following a request from a local business:

  • Lyons Road from 70 Lyons Road to First Ave
  • First Ave - Middle Arm Creek to 2nd Ave
  • Boronia St - Elizabeth to 4th Ave
  • 4th Ave - Boronia St to 2nd Ave
  • Johnston Lane
  • Elizabeth St.
  • 2nd Ave - 1st Ave to Elizabeth St.
  • Kidd Lane
  • 11th Ave - Elizabeth to 1st Ave
  • Hillery Lane

Special Event Alcohol Free Zones

Council may also install SEAFZs with a maximum duration of four years. They must be placed on public exhibition prior to Council approval.

3. Council proposes to re-establish two existing types of SEAFZs for four (4) years from 16 November 2019:

  • 24 hours from 6am New Year’s Eve and from 6am on Australia Day in the following locations:
    • The Jetty Area
    • City Square
    • Coff Street
    • Park Beach
  • 24 hours from 6am on the first Thursday in August for the Coffs Gold Cup event in Howard Street, Coffs Harbour.

Alcohol Prohibited Areas

Section 632A of the Act allows Council to install an APA in any public place other than the road, footpath and car parks, such as parks, reserves and beaches. These are permanent zones. They may be 24 hours, or specific times for which it is in force. Most Council reserves are APAs.

Jetty Foreshores Changes

4. Council proposes to modify existing APAs and AFZs following the substantial upgrade of the Jetty Foreshores in 2018, which created new car parks and changed the reserve areas. The APAs are permanent, and the car park AFZs will be included in the list of approvals for four(4) years from November 16 2019.

Implementation of Zones

Once Council has considered the community feedback and established the new zones, they will be advertised in the paper, and signs will be installed, or updated for every zone.

Alcohol restrictions can be enforced by Police Officers and Council Enforcement Officers. They have the authority to seize and tip out or otherwise dispose of alcohol. In a case where a person does not co-operate with the Police or Ranger, they can be charged with obstruction which carries a maximum penalty of $2200.
