What is a Development Control Plan?

    Development Control Plans (DCPs) provide detailed planning and design guidelines that support the planning controls contained within a Local Environmental Plan (LEP). 

    Development proposals are required to meet the objectives and requirements of relevant DCP controls. 

    The current Coffs Harbour Development Control Plan 2015 is available here. 

    Why is the amendment being made?

    The City is has undertaken a housekeeping review of Coffs Harbour DCP 2015 to support its ongoing effective implementation. The updated DCP controls will facilitate improved development and growth outcomes within the Coffs Harbour Local Government Area. 

    What changes will be made because of the amendment?

    The draft DCP amendment includes updates to the following:

    Built form and design controls

    • Amendments to building form and design controls in D3 Residential Development and D5 Tourist and Residential Development. The changes include refining the wording of requirements for density and setback controls, updating diagrams to improve clarity and refining controls relating to landscaping and private open space when considering higher density in certain residential zones.

    Landscaping and streetscape controls

    • Amendments to landscaping and streetscape requirements in F3 Landscaping. The changes align definitions, refine terminology, and ensure the objectives and requirements appropriately address amenity and streetscape character. The amendments also clarify and strengthen the requirements specifying which types of development must prepare landscaping plans.

    Environmental and biodiversity controls

    • Amendments to Part E Environmental Controls to align definitions, refine terminology and update objectives to reflect updates to State Environmental Planning Policy (Biodiversity and Conservation) 2021. The amendments also update requirements to clarify when the removal of vegetation in Rural zones will be considered by the City for development applications that require the removal of vegetation. The amendments also include updates to associated diagrams to further clarify the requirements of this Part.

    Infrastructure, parking and access amendments

    • Amendments to infrastructure, parking and access requirements include updates to Part C Subdivision Controls, D2 Industrial Development, D5 Tourist and General Residential Development and F1 Access and Parking. These changes clarify further requirements for driveways in certain subdivisions, rationalised wording for laneway access provisions to improve clarity and legibility, and update to controls relating to second driveways. Amendments also include improved diagrams within each chapter to enhance legibility and better reflect the detailed requirements of the controls.

    Miscellaneous housekeeping amendments

    • Throughout DCP 2015 there are references to outdated legislation, Council policies and design standards. The miscellaneous amendments include updated references to relevant legislation and Environmental Planning Instruments, and revise definitions to maintain alignment with legislative requirements and contemporary planning reforms.
