Consultation has concluded
Councillors are elected to represent our community and are required to attend meetings, participate in training, and engage with residents and stakeholders. To support them in these responsibilities, the City of Coffs Harbour (City) provides access to tools, resources, and funding for reasonable costs. These provisions are detailed with the Councillor Expenses and Facilities Policy which has recently reviewed.
The City is now seeking community feedback on the draft Councillor Expenses and Facilities Policy.
What's this Policy About?
This policy outlines how the Mayor, Deputy Mayor, and Councillors are supported in their roles through the reimbursement of reasonable expenses and the provision of necessary facilities.
The policy ensures:
Transparency about how public funds are used
Accountability in what can be claimed
Consistency with the requirements of the Local Government Act 1993
When the Councillor Expenses and Facilities Policy is reviewed, it must be placed on public exhibition for a minimum of 28 days to allow the community to review and provide feedback, before it is finalised.
What are the recommended changes?
The are 5 key changes proposed for the draft Councillor Expenses and Facilities Policy:
Reimbursement for use a private vehicle for a course or conference will be capped at the amount allowed for Council-booked travel for that course / conference.
For continuous learning programs organised by the City, disbursement of the cost will be equally divided among all 9 Councillors, (providing sufficient notice is given) regardless of their attendance.
Councillors will be required to reimburse the City for 50% of the course cost if the Councillor fails to attend the course, or does not successfully complete the course, including passing any required assessments or exams.
Rather than specifying the technology provided to Councillors, the General Manager, in consultation with Group Leader Business Systems, will be responsible for determination of the technology requirements for Councillors.
All Councillors will be provided with the opportunity to attend both the NSW Local Government Annual Conference and the National General Assembly of Local Government each year.
