What is a Development Control Plan?

    Development Control Plans (DCPs) provide detailed planning and design guidelines that support the planning controls contained within a Local Environmental Plan (LEP).

    Development proposals are required to meet the objectives and requirements of relevant DCP controls.

    Why is the amendment being made?

    On 24 July 2025, Council resolved to initiate and submit an expedited amendment to Coffs Harbour Local Environmental Plan 2013 to transition all remaining PDF maps under the LEP to a digital format. The digital mapping package submitted to the NSW Department of Planning, Housing and Infrastructure included the realignment of all LEP maps to the cadastre utilised by the NSW Government.

    On 8 July 2026, Coffs Harbour Local Environmental Plan 2013 Map Amendment No. 24 was made by XXXX, with the amended maps coming into effect on that date. 

    The proposed amendment to Coffs Harbour Development Control Plan 2015 is required to ensure the complete alignment of mapping to the state cadastre.

    What changes will be made because of the DCP amendment?

    The draft DCP amendment includes changes to existing Coffs Harbour DCP 2015 maps, to align with digital mapping and state cadastre. The following maps and layers have been amended:

    • Density Map
    • Front Setbacks Map
    • Side and Rear Setbacks Map
    • Preservation of Vegetation Map
    • Special Area Boundaries Layer

    Amendments to these maps and layers are considered to be minor and transitionary in nature and shall not increase or reduce the relevant planning controls that apply to any particular lot.

    DCP maps will continue to be available to view through the City's Online Mapping Tool.

    The draft DCP amendment applies to all land within the Coffs Harbour Local Government Area.
