Draft Coffs Harbour Development Control Plan 2015 Amendment No. 50 (Flood Planning Controls) and draft Special Flood Considerations Area Map
The City’s Development Control Plan (Coffs Harbour DCP 2015) contains guidance for the design and assessment of development.
We are seeking community feedback on the DCP Amendment to update Part E4 Flood Planning Controls to ensure that it aligns with the NSW Government's Flood-prone land package, and floodplain risk management plans endorsed by Council. It provides clearer and more descriptive requirements for proponents of development to meet the objectives of the flood planning clauses within Coffs Harbour Local Environmental Plan 2013, to assist applicants and reduce delays in the assessment process of development applications within the flood planning area.
Amendments will include:
Inclusion of new or amended objectives, requirements and exceptions within Part E4 Flooding of the DCP
Updates to relevant Definitions within Part A6
The DCP amendment is supported by the draft Special Flood Considerations area map to align with clause 5.22 Special Flood Considerations within Coffs Harbour LEP 2013 and references to this clause within the draft DCP amendment. The Special Flood Considerations Area has been derived from the Probable Maximum Flood mapping previously endorsed by Council through individual catchment flood studies and floodplain risk management studies, and generally only applies to sensitive and hazardous development.
The City regularly reviews and updates its DCP to ensure that it performs appropriately and to provide additional guidance where needed or to address changes in legislation and errors.
