Draft Delivery Program (2025-2029) and Operational Plan (FY 25/26)
The City of Coffs Harbour (City) invites the community to provide feedback on its draft Delivery Program (2025-2029) and Operational Plan (FY 25/26). These plans turn our shared vision for a thriving, sustainable, connected Coffs Harbour into actions to be taken by the City.
The Delivery Program and Operational Plan (DP&OP) set out the City’s key projects and activities over the Council’s four-year term, ensuring progress in delivering the community’s shared vision. They guide how we manage services, assets, resources, and finances to create lasting value for the community.

The draft 2025-2029 Delivery Program: a four-year plan that lists the key services, projects, and priorities that will be delivered during the current Council term.
The draft 2025/26 Operational Plan: the City's annual plan for the delivery of the projects and activities detailed in the Delivery Program that includes the budget, service details, capital works, rates, and fees.
The 2025/26 Fees and Charges: outlines fees for all user-pay services.
The 2025/26-2034/35 Long Term Financial Plan: a ten-year plan that demonstrates how our objectives and commitments will be financially resourced and funded.
Collectively, these documents lay the foundation for the City's part in delivering the vision and initiatives of the draft MyCoffs Community Strategic Plan 2035, which is currently on public exhibition until Thursday 15 May.
Over the lifespan of the draft 4-year Delivery Program, we are committed to delivering a total of 101 operational projects across 41 service areas, supported by a whopping $260 million injection into capital works (the construction, expansion or improvement of the City’s assets such as roads, open spaces, water and sewer).
The draft Operational Plan 2025–2026 outlines a comprehensive strategy to support community wellbeing, infrastructure enhancement, and sustainable development, including a proposed capital works program of $63.7 million, with targeted investment in the following key areas:
$19.6 million for transport infrastructure, including road, bridge, footpath, and cycleway upgrades
10.5 million for water
4.9 million for wastewater
$2.3 million for new playgrounds and sports facilities
$2.1 million for improved waste management initiatives
$1.1 million for community safety enhancements

Submissions close 5pm Monday 2 June 2025.
Next steps
The feedback received will be incorporated into the final plan and program which will be considered by Council for adoption, before 30 June 2025. Anyone who makes a submission will be notified of the Council meeting and outcome.
Once adopted, the documents will be published on the City’s website.
