Why do we need these documents?
It is required under the Local Government Act, 1993 (as amended). These documents are prepared as part of integrated planning and reporting. All NSW councils must prepare theses documents. This ensures plans are in line with community needs, can be resourced, and progress is reported to the community.
The Delivery Program, Operational Plan and supporting documents are part of this framework.
What is the Community Strategic Plan (CSP)?
The CSP is a document owned by the community. It identifies the objectives and priorities for the Coffs Harbour LGA for the next 10 years. The Delivery Program (DP) supports the CSP. The DP shows clear priorities, activities and specific actions that will be undertaken over the 4-year period. It is a statement of commitment that Council is committed to achieving the agreed 10-year vision for Coffs Harbour.
What is the Delivery Program and Operational Plan?
The Delivery Program shows the activities Council will commit to over the next 4-years. This aims to achieve the objectives in the MyCoffs Community Strategic Plan 2032 (CSP).
The Operational Plan shows the individual actions that will be undertaken for the coming financial year. It has an annual budget and revenue statement. Which includes proposed rates, fees and charges.
The City's budget tells the community how it is going to spend its funds over the course of the financial year. It sets out where Council gets its money and how it will be spent on services delivered for the community.
Capital expenditure is work done on infrastructure to renew or upgrade it. We do this with a view to improve its condition and extend its useful life. Capital expenditure can also be creating new assets for the community. The works to be undertaken during 2024/25 are in our Capital Works program.
The Long-Term Financial Plan is a high-level financial strategy. The strategy ensures Council has plans in place to sustainably meet the needs of our community now and in the future. It is reviewed and updated annually as part of the development of the Operational Plan.
How will Council use my submission?
At the end of the engagement period, submissions received are reviewed and analysed. A report is prepared for Council. The report will address each issue raised and the basis for any recommended changes.
How will the City keep me informed about the progress in delivering the projects in the Delivery Program?
Progress is reported to Council every quarter in the corporate quarterly reporting. Each year in the Annual Report and at the end of the elected Council's term in the State of our City report.
