Holiday Parks Draft Plan of Management
The City of Coffs Harbour has prepared a new Plan of Management (PoM) for the four Crown Land Holiday Parks managed by the City. This is a legal requirement under the Crown Land Management Act 2016 and the Local Government Act 1993.
The Plan of Management provides the framework for how the Holiday Parks will be used, managed and developed in the future. It sets out:
- The purposes for which the land can be used
- The activities that are permitted
- Arrangements for public access
- How leases, licences and other tenures may be granted
The draft Plan has been reviewed by NSW Crown Lands and is now on public exhibition for community feedback.

Why is this important?
Holiday Parks play a significant role in our local tourism economy, community recreation, and access to the coast. They provide a mix of short-term holiday stays, long-term accommodation opportunities, and public access to coastal reserves.
A Plan of Management ensures that:
- The Holiday Parks are managed consistently with legislation
- Community and visitor needs are balanced with environmental protection
- The City, as Crown Land Manager, is transparent and accountable in how the land is managed

- BIG4 Park Beach Holiday Park
- BIG4 Sawtell Beach Holiday Park
- Woolgoolga Beach Holiday Park
- Woolgoolga Lakeside Holiday Park

What Happens Next
After the exhibition period closes:
All submissions will be reviewed by Council staff. A report will be prepared for Council including a summary of submissions. Council will decide whether to adopt the draft Plan or make amendments. If substantial amendments are required, the draft Plan may need to go back to NSW Crown Lands for approval and possibly further exhibition
All submitters will be notified when the Plan is scheduled for Council consideration, and informed of the outcome.
