Draft Coffs Harbour Development Control Plan 2015 - Amendment No. 51 (Manufactured Home Estate) 

The City is seeking community feedback on a proposed amendment to Coffs Harbour Development Control Plan (DCP) 2015 to introduce controls relating to Manufactured home estates.

Manufactured home estates are a growing housing option in our city. Well-designed estates can provide affordable housing options and a strong sense of community. Draft Coffs Harbour DCP 2015 - Amendment No. 51 (Manufactured Home Estate) aims to ensure that this type of development contributes positively to the character and livability of the regional city of Coffs Harbour. 

The proposed amendment to the City's DCP will:

• Introduce specific development controls for manufactured home estates to address:
  • Design quality,
  • Amenity for residents,
  • Compatibility with surrounding development, and
  • Social impacts.
    
• Guide the assessment of development applications for manufactured home estates to promote good design.
• Provide controls to complement:
  • State Environmental Planning Policy (Housing) 2021, and
  • Local Government Regulation 2021 (Manufactured Home Estates, Caravan Parks, Camping Grounds and Moveable Dwellings).

Community feedback is welcome from 16 December 2025 to 13 February 2026.
