What is a Manufactured Home Estate?
A Manufactured Home Estate is a form of medium-density housing where residents occupy manufactured homes situated on leased dwelling sites within an estate. These homes are prefabricated off-site, transported, and installed within estates that typically provide shared facilities and supporting infrastructure.
What controls currently apply to applications for Manufactured Home Estate developments?
Applications for Manufactured Home Estates are assessed under State Environmental Planning Policy (Housing) 2021 and Local Government (Manufactured Home Estates, Caravan Parks, Camping Grounds and Moveable Dwellings) Regulation 2021.
The proposed DCP amendment will introduce local development controls to complement these environmental planning instruments, and address design quality, amenity, compatibility with surrounding development, and social impacts.
Where are Manufactured Home Estates permitted?
Manufactured home estates are permissible with development consent on land zoned R1 General Residential, R2 Low Density Residential, SP3 Tourist and RE2 Private Recreation, under the Coffs Harbour Local Environmental Plan 2013.
What is a development control plan?
Development Control Plans (DCPs) provide detailed planning and design guidelines that support the planning controls contained within a Local Environmental Plan (LEP).
Development proposals are required to meet the objectives and requirements of relevant DCP controls.

Why is the amendment being made?
The amendment introduces local development controls for proposed manufactured home estates to improve liveability and ensure these developments contribute positively to the community and public spaces. The controls will complement existing State planning requirements and address design quality, amenity, compatibility with surrounding areas, and social impacts.
What changes will be made because of the DCP amendment?
The draft DCP amendment includes a new Part F8 Manufactured Home Estate for provision of local planning controls applicable to development for the purpose of a manufactured home estate.
Updates to relevant Definitions within Part A6 have also been made.
Exceptions have been included within Parts D, E, and F where applicable.
