Consultation has concluded

At its meeting on Thursday 9 June 2022 Council resolved to endorse the Coffs Harbour Development Control Plan (DCP) 2015 – Amendment No. 29 (North Boambee Valley West Masterplan) and North Boambee Valley West Developer Contributions Plan.

Project Overview

Draft Coffs Harbour Development Control Plan (DCP) 2015 – Amendment No. 29 (North Boambee Valley West Masterplan) and draft North Boambee Valley West Developer Contributions Plan submissions are now closed.

In October 2021 Council resolved (resolution No. 2021/174) to proceed with the design and construction of a larger flood detention basin to facilitate development in the North Boambee Valley West (NBVW) urban release area. A smaller detention basin was originally planned to enable development of this area. Council resolved to progress the option of a larger flood detention basin because it will provide significantly greater flood mitigation for the NBVW release area as well as downstream properties and major infrastructure such as the Coffs Harbour Health Campus and the Coffs Harbour Pacific Highway Bypass.

As a consequence of Council's decision to construct the larger detention basin, an amendment is required to Part G8A North Boambee Valley West of Coffs Harbour Development Control Plan 2015 and the NBVW Developer Contributions Plan.

In addition to the changes to the NBVW Developer Contributions Plan required for the large detention basin, further work was also conducted on the design and costing of the transport components of the Contributions Plan. The updated design and costings for flood detention and transport infrastructure needed to service the NBVW release area has resulted in an adjustment of contributions required by the Contributions Plan.

Regular review of contributions plans are essential to ensure they remain financially consistent for the delivery of planned infrastructure within the Coffs Harbour Local Government Area (LGA). Necessary changes to the works schedules are contained within the reviewed Contributions Plan and are essential to ensure the Contributions Plan remains consistent with infrastructure costs, strategies, development forecasts and objectives.
