Coffs Harbour planning controls under review
We’re proposing a suite of changes to our key planning instrument - Coffs Harbour Local Environmental Plan 2013 and related changes to Coffs Harbour Development Control Plan 2015. Our goal for these changes is to better protect biodiversity, support rural living, and guide thoughtful development in key areas of Coffs Harbour.
Community feedback is welcomed from 11 November to 22 December 2025.
What's proposed
The proposed changes would:
Protect local character of large lot residential areas by limiting incompatible land uses.
Support housing diversity by permitting, with development consent, detached dual occupancies in large lot residential areas.
Provide flexibility in the siting of detached dual occupancies in large lot residential and rural areas.
Support the rural economy by enabling more flexible boundary alterations.
Promote good design for important or visible sites near the City Centre.
Ensure the continued and improved protection of biodiversity and koala habitat.
