As our community grows, it's important that essential infrastructure keeps pace with future demand.
City of Coffs Harbour has prepared a Draft Sewerage Development Servicing Plan (DSP), and we're inviting feedback from the community, developers, landowners and businesses.
The draft plan outlines how sewerage developer charges will be applied to new development to help fund infrastructure needed to support future growth across the local government area. These charges help ensure our sewerage network can continue to provide reliable services while supporting new homes, businesses and employment opportunities.
Whether you're interested in how future growth is managed, how infrastructure is funded, or how this may affect future development, we'd like to hear your thoughts.
What's the Draft Sewerage Development Servicing Plan About?
The Draft Plan sets out how the City plans for and funds sewerage infrastructure required to support future growth across the Coffs Harbour area.
The plan:
- Identifies sewerage infrastructure needed to support population and development growth.
- Outlines how sewerage developer charges are calculated and applied to new development.
- Helps ensure growth contributes fairly to the infrastructure required to service that growth.
- Covers all areas connected to the City's sewerage systems, including the Coffs Harbour, Moonee and Woolgoolga sewerage service areas.
The draft proposes a sewerage developer charge of $13,461 per Equivalent Tenement (ET), subject to quarterly indexation on 31 July 2026, for applicable new development.
Why Is This Important?
Reliable sewerage infrastructure plays a vital role in protecting public health, supporting our environment and enabling sustainable growth across the region.
The Draft DSP helps the City plan ahead for future infrastructure needs, including:
- Upgrades to sewer networks, pump stations and rising mains.
- Improvements to the Coffs Harbour, Moonee and Woolgoolga Water Reclamation Plants.
- Future investment in biosolids treatment facilities.
- Additional infrastructure to support growing communities over the coming decades.
By planning now, the City can help ensure the sewerage system continues to meet the needs of current and future communities.

What Happens Next?
After the exhibition period closes, Council will review all submissions received and consider whether any changes are required.
