What is a Development Control Plan?

    Development Control Plans (DCPs) provide detailed planning and design guidelines that support the planning controls contained within a Local Environmental Plan (LEP).

    Development proposals are required to meet the objectives and requirements of relevant DCP controls.

    What are Contributions Plans?

    Development contributions are a levy charged to a developer when a development will result in an increased demand for public infrastructure.

    The City of Coffs Harbour requires approved contributions plans to be able to levy these charges as a condition of a consent. The City have a number of contribution plans some of which are funding infrastructure to service the whole of the local government area and some of which service site specific areas.

    What changes will be made because of the DCP amendment?

    The draft DCP amendment includes changes to existing controls and the inclusion of new controls within Part G Special Area Controls - G11 South Coffs. The changes in this Part relate to:

    • Inclusion of new objectives and controls that support an updated Structure Plan.
    • Inclusion of new or amended objectives and controls relating to infrastructure requirements.
    • Inclusion of new or amended objectives and controls relating to environmental requirements.
    • Inclusion of new objectives and controls that align with the Coffs Harbour Public Realm Strategy.
    • Inclusion of new objectives and controls that align with the Coffs Harbour Movement and Place Strategy.

    What land does this DCP amendment relate to?

    The DCP amendment and supporting contributions plan relate to land within the South Coffs urban release area shown on the South Coffs Structure Plan.
