Consultation has concluded
From July to August 2021, we exhibited the following Policy and Plans. We have taken into consideration feedback and, following the Council resolution on 13 October 2022 we are now re-exhibiting revised versions of the following policy and plans that outline Council's expectations for the appropriate development of telecommunications infrastructure in the Coffs Harbour region.
What is the draft policy and plans about?
The revisions made to the draft documents are intended to address issues raised in submissions received, to strengthen guidance for infrastructure outcomes and to increase requirements for community consultation on certain new infrastructure proposals.

The draft Provision of Telecommunications Infrastructure Policy.
A draft amendment to Coffs Harbour Development Control Plan 2015.
A draft amendment to Council's Community Participation and Engagement Plan.
The revised draft Provision of Telecommunications Infrastructure Policy outlines Council's expectations for appropriately sited and designed telecommunications facilities, where consent of Council is not required to develop those facilities. The draft Policy also provides guidance to staff who are assessing development applications for telecommunications facilities, as well as staff who are considering applications to site telecommunications facilities on Council owned infrastructure, land or buildings.
The revised draft amendment to Development Control Plan 2015 (DCP) introduces development controls for telecommunications facilities that do require Council consent. The development controls are intended to ensure that development of telecommunications facilities in the Coffs Harbour local government area do not result in adverse impacts on the natural environment, the built environment, cultural heritage and the community.
The revised draft amendment to the Community Participation and Engagement Plan (CPEP) make clear to clarifies when Council receives development applications for telecommunications facilities, it will advertise the development application and notify owners of land within 250 metres of the development site.

Next steps
Council will review the issues raised in any submission that it receives and take these issues into account in its determination of whether to finalise and adopt the revised draft Policy, DCP amendment and CPEP amendment. This decision is expected to be made in early 2023.
