The Woolgoogla community was invited to review and provide feedback on the draft Woolgoogla Movement and Place Plan from 27 March to Friday 26 May 2023. We are currently reviewing community feedback and will report to Council in the near future.
Purpose of the draft Plan
Welcome to our community consultation page for new planning controls and a transport plan for Woolgoolga.
Our aim is to facilitate additional housing and economic growth while maintaining the village atmosphere within Woolgoolga. The planning controls will provide a higher standard of design excellence for the town centre and new growth areas of Woolgoolga North West and Woolgoolga West. The Woolgoolga Movement and Place Plan will help create a transport system that offers more choice to the community for moving around, and improves the amenity of Woolgoolga.
This package is the latest stage of the implementation of the Woolgoolga Town Centre Masterplan and the Coffs Harbour Local Growth Management Strategy 2020.
What are the Planning Controls?
The draft planning controls include:
new planning controls for the town centre to align with the vision and goals of the Woolgoolga Town Centre Masterplan;
new planning controls for the residential release areas of Woolgoolga North West;
amended planning controls for the Woolgoolga West release area (West Woolgoolga);
proposal to remove floor space ratio controls within the three business areas in the Woolgoolga Town Centre;
Contributions Plansto help deliver priority actions from the Woolgoolga Movement and Place Plan, and critical infrastructure for development of the Woolgoolga North West and Woolgoolga West Release Areas. These areas are earmarked for around 1,130 homes in 3 large precincts - Newmans Road, Barkhut Road and Tramway Drive.

What is the Woolgoolga Movement and Place Plan About?
The Woolgoolga Movement and Place Plan provides a long-term plan for improving transport options and road and street networks in Woolgoolga. The plan stems from the adopted Woolgoolga Town Centre Masterplan and addresses:
pedestrian and bike path networks
public transport
road and street networks
car parking.
The Plan also details streetscape improvements to the main streets around the beach side town centre.
We invited the community to provide feedback to help us refine the plans and the priorities for the next 10 years.

Review of Submissions
Draft Planning Controls and Transport Plan for Woolgoolga has finished this stage
During the public exhibition process for the draft DCP amendment, draft contributions plans and draft movement and place plan, the City received 38 public submissions. For the public exhibition process for Planning Proposal PP-2023-650, no public submissions were received but one government agency submission was received. The planning controls and movement and place plan were amended in response to the submissions.

The planning controls were approved by Council on 14 December 2023. The Woolgoolga Movement and Place Plan was also adopted on 14 December 2023.

Transformation of a car park to an Urban Square
The Streets as Shared Spaces Pop-Up Tiny Fest - Woopstock - where we transformed the car park on the corner of Wharf and Beach Street into an Urban Square for one weekend - to trial the idea of providing a public space that can operate flexibly as an ‘everyday’ car park and as an events space on special occasions (with no carparking) - refer to the drawings in Appendix A of the plan.
