Public Exhibition has concluded. 

CLOSED: The draft Plan of Management (PoM) for Community Land at 13 Manning Avenue, Coffs Harbour was on public exhibition from 13 June to 25 July. Thank you to everyone who made a submission.

Purpose of the draft PoM

The draft PoM establishes a clear and consistent management framework to provide for the use of this public open space, while protecting the natural environment and its cultural heritage values. It aims to meet the current and future needs of the local community and wider public.

The draft PoM categorises the Community Land as a Park for community use.The land would be further categorised as a Local Park. (NSW Greener Places Framework)

The aims of this draft PoM is to manage the community land as:

  • a place for recreation and cultural, social and educational pastimes.
  • a place for passive recreation and games

And to improve the land to provide for its designated use.

The draft PoM has 2 additional authorised uses:

  • use of the land for operational infrastructure
  • construction of a road to allow for public road access on the western side of the reserve.

One of the requirements for a Local Park is that 50% of the site has road frontage for access and visual surveillance. The proposed road plan (Refer to Documents section on this page) would provide road frontage, access and visual surveillance, which adds to the existing road frontage in Manning Avenue.

The draft PoM was prepared under the requirements of the Local Government Act 1993.

The provision for a road on community land will facilitate a separate project to upgrade road, water and sewer infrastructure in the Wongala Estate which is adjacent to the park. The project will be funded by the Roads to Home program - a NSW Government DPE funded initiative designed to address the long-standing infrastructure challenges for Aboriginal Communities. It will improve access to services and ensure long-term maintenance to the same standard as other sub-divisions.
