About the draft Plan of Management
A Plan of Management is the legal mechanism which allows Council, as the appointed land manager, to manage the occupation and use of the lands specified in the document. This includes when and where the public can use the area, the types of activities permitted and authorises Council to grant tenures for use and occupation of the land.
Background information
The Crown Land Management Act 2016 (CLM Act) requires all councils appointed to manage dedicated or reserved Crown land to manage such land as if it were public land under the Local Government Act 1993 (LG Act). The LG Act requires a Plan of Management to be adopted by Council for all land classified as ‘community’ land and outlines the requirements for such a Plan.
The Crown, as the owner of the land, must be satisfied that Council, the appointed land manager, is proposing to use and manage the land in a manner consistent with legislation. Therefore, any draft Plan of Management must be approved by Crown Lands, a Division of NSW Department of Planning and Environment (DPE Crown Lands). This approval was received prior to the document being placed on public exhibition. This draft Plan of Management was placed on exhibition from 5 September to 27 October 2022 and public submissions were received and considered by Council prior to the document beig formally adopted by Council at its meeting of 27 July 2023.

The draft Plan of Management, as approved by DPE Crown Lands, is exhibited and submissions received for at least 42 days.
Stage 2
9 Crown Reserves Draft Plan of Management has finished this stage
After the public submission period has ended, the draft Plan of Management may be revised in response to submissions. If revisions are substantial, the draft Plan of Management must be resubmitted to DPE Crown Lands for approval and may be placed on public exhibition a second time.
If revisions made following the first public exhibition period are not substantial, the draft Plan of Management will be placed before a meeting of the Council for it to be formally adopted.
Stage 3
9 Crown Reserves Draft Plan of Management has finished this stage
After adopting the Plan of Management, Council will forward a copy to DPE Crown Lands who will, on behalf of the Minister, validate the Plan of Management as applying to the land.
This Plan of Management will then become the instrument which authorises lawful use and occupation of the land until it is revoked or a new Plan of Management is adopted.
