We invite the community to make a submission from Wednesday 6 September to Friday 13 October on the Alcohol Free Zones (AFZs).

We invite the community to provide feedback on the Alcohol Free Zones (AFZs).

Alcohol Free Zones (AFZs)
Are established in public roads, footpaths and car parks, where the consumption of alcohol is prohibited. AFZs within Coffs Harbour region are reviewed every four (4) years .
Alcohol Prohibited Areas (APAs)
Are established in public places, or part of a public place and include parks or reserves, or other public space that have been established by Council and where the consumption of alcohol is prohibited.
While APAs do not have a maximum duration date, we will review them on the same schedule as AFZs.
The establishment of AFZs and APAs assist with:
- Discouraging anti-social behaviour and social disturbances related to the consumption of alcohol in public spaces;
- Deterring irresponsible street drinking that may develop into incidents involving serious crime; and
- Encouraging safe, healthy and welcoming alcohol-free public spaces and environments.

Alcohol Free Zones
Council proposes to:
- Re-establish existing AFZs for another four (4) years, commencing 30 November 2023 in the following locations:
Coffs Harbour | Area/street |
CBD | Multiple streets, lanes, car parks |
Jetty | Jordan Esp, Marina Dr (part), multiple car parks |
Park Beach | Ocean Pde (part) car parks - Macauleys |
Railway Station Area | Camperdown St (part, Angus McLeod Pl, Possum Ln). |
West Coffs Harbour | Murray Dr car park and internal road |
Other villages and towns | Area/street |
Sapphire Beach | Parts of North Sapphire Rd, Beach Way and car park |
Sawtell | Parts of 1st, 2nd, 4th & 22nd Ave, & 3rd Ave. |
Woolgoogla - CBD | Multiple streets, car parks |

Special Event Alcohol Free Zones
Council may also install SEAFZs with a maximum duration of four years. They must be placed on public exhibition prior to Council approval.
Council proposes to re-establish two existing types of SEAFZs for four (4) years from 30 November 2023:
- 24 hours from 6am New Year’s Eve and from 6am on Australia Day in the following locations:
- The Jetty Area
- City Square
- Coff Street
- Park Beach
- 24 hours from 6am on the first Friday in August for the Coffs Gold Cup event in Howard Street, Coffs Harbour.

To establish these zones, the City reviews the zones, consults community and stakeholders and they must be placed on public exhibition prior to Council approval.
Current Alcohol Free Zone locations can be seen in the maps in documents. For each zone or area there may be multiple signs placed to ensure the community are aware of the restrictions.

Next steps
To proceed with this project Council is required to consider community feedback and to endorse the alcohol restricted zones at a future meeting. We are seeking community feedback to enable Council to make an informed decision.
