Aboriginal Elders, surfers, fishermen, local residents and school children have contributed to the designs of the Arrawarra Headland Reserve Masterplan in a series of detailed consultations dating back to 2010. Stage 1 works included the construction of the new boat ramp, carpark and amenities building. Stage 2 works have recently been completed, providing a cultural education area, Indigenous art, accessible pathways, bollards, boardwalk, new beach shower and stairway to the beach. Works continue of the upgrade of Second and Third Avenue streetscapes and construction of formaised parking on Second Avenue.

Stage 2 Arrawarra Headland Reserve Masterplan works are now completed and works are also now completed on significant streetscape improvements for Second and Third Avenues.

Arrawarra Headland Reserve is part of the Coffs Coast Regional Park, which is managed in a partnership of Council and the NSW National Parks and Wildlife Service.

The Regional Park is governed by the Coffs Coast Regional Park Trust Board, which is appointed by the NSW Government and includes community representatives, Aboriginal Elders and representatives of Council and National Parks.

The Arrawarra Headland Reserve Masterplan was developed in 2011, 2012 and 2013 in consultation with Aboriginal Elders, local residents, surfers, fishermen and other users. Detailed design for art elements has been developed with ongoing input from the Garby Elders and local school children.

Stage 2 Masterplan works include:

- New concrete paths and boardwalk, with beach access;

- Educational area and seating;

- New shower, bubbler and bike rack;

- Pathway connecting to boat ramp car park.
