    What changes will be made because of the DCP amendment?

    The draft DCP amendment includes the replacement of references to the City of Coffs Harbour Community Participation Plan, to instead refer to the Community Participation Plan prepared by the Department of Planning, Housing and Infrastructure. The amendment also includes minor changes to certain definitions to align with the Environmental Planning and Assessment Act 1979.

    Development Control Plans (DCPs) provide detailed planning and design guidelines that support the planning controls contained within a Local Environmental Plan (LEP).

    Development proposals are required to meet the objectives and requirements of relevant DCP controls.

    Why is the amendment being made?

    On 1 September 2026, the NSW Department of Planning, Housing and Infrastructure published the Community Participation Plan, which applies to the State. 

    The proposed amendment to Coffs Harbour Development Control Plan 2015 is required to ensure alignment with the City's Community Engagement Strategy and the NSW Department of Planning, Housing and Infrastructure's Community Participation Plan.

    Will the amendment reduce exhibition timeframes?
