Help shape the future of the former Pacific Highway

The opening of the Coffs Harbour Bypass creates a once-in-a-generation opportunity to reimagine the former Pacific Highway and shape the future of our city.

The City of Coffs Harbour, in partnership with Transport for NSW, has prepared the Draft City Spine Renewal Design Guide to establish a long-term vision for the corridor between Englands Road and Korora Hill. The guide includes:

  • Streetscape Design Guidelines for the entire 10.2 km corridor to guide future public space improvements, infrastructure investment, streetscape upgrades and private development adjoining the corridor.
  • Detailed Concept Design for the City Centre, showing what this section of the former road corridor might look like if the guidelines are implemented.

What is the design vision?

The design guide aims to transform the former Pacific Highway into a vibrant city spine that connects people, places and businesses.

The vision includes:

  • More street trees and shade
  • Safer pedestrian crossings
  • Improved walking and bike riding connections
  • Attractive public spaces and parks
  • Enhanced streetscapes and lighting
  • Recognition of local culture, heritage and identity
  • A stronger and more vibrant City Centre
  • Support for local businesses following the opening of the bypass

How you can Have Your Say

We are seeking feedback on:

  • The overall vision for the city spine in the Draft City Spine Renewal Guide
  • The proposed Streetscape Design Guidelines
  • The Detailed Concept Design for the City Centre
  • Community priorities for future delivery and investment

Community feedback will help refine the design guide and inform future planning, advocacy, funding and investment decisions. Any initiatives identified in the guide will be subject to further design, funding, approvals and collaboration with Transport for NSW.

  • 📝 Returning a postcard - to Yarrila Place (Level 1), Harry Bailey Memorial Library, Toormina Library or Woolgoolga Library.

What Happens Next

The City will review the feedback once the consultation period closes and make any necessary changes. The final design guide will then go to Council for consideration of endorsement. Your feedback will help shape the future of Coffs Harbour.

    The Draft City Spine Renewal Design Guide has been developed in partnership with Transport for NSW, including the preparation of streetscape design guidelines and detailed concept plan by consultants King and Campbell. The design guide sets out a long-term vision for the future of the former Pacific Highway following completion of the Coffs Harbour Bypass.  

    We encourage you to read the draft design guide before you complete the survey. 

    Your feedback will help inform:

    • The overall vision for the city spine
    • The proposed Streetscape Design Guidelines ((Englands Road Interchange to Korora Interchange) 
    • The proposed Detailed Concept Design for the City Centre (Combine/Albany Street intersection to Coff Street) 
    • Priorities for future delivery and investment
