The Plan and Concept Design for Park Avenue and Moonee Street was adopted 9 June 2022. This project is a key outcome for the Coffs City Centre Masterplan 2031.
Project Overview
As part of the City's commitment to improving street scapes and public spaces a concept design was developed for the City Centre, Park Avenue and Moonee Street to improve movement for people.
With a dominance of cars and lack of space and poor design for people, this is causing an effect on how the street functions which can been seen by the absence of kerb side activity, and an overall lack of visual appeal.
With poor pedestrian links, people who walk and cycle are discouraged by the constant traffic flow, along with the barriers of on-street parking and roundabouts with difficult and dangerous street crossings.
The project also incorporates the NSW Movement and Place Framework into its design.
About the draft Plan and Concept Design
A concept plan for Moonee Street and Park Avenue Streetscape Reconfiguration Plan was developed by the City by external consultants Redbelly Architects and GHD Engineering. This involved an analysis of the existing streetscapes and provide clear design direction for the future.
This project presents a unique opportunity to re-imagine the streetscapes in a holistic and coordinated manner.
It explores the inclusion of attractive new community spaces and integrates cycling and pedestrian as safe and convenient and recognises these actions as essential components of a functioning streetscape. These key changes will provide a catalyst for much-needed urban renewal of the Coffs Harbour City Centre and align with the future Coffs Harbour Place and Movement Strategy (estimated to be open for public consultation end of April 2022) that encapsulates the NSW Movement and Place Framework and how it will apply and work within our region.

This project will also include developing concepts to 15% design development. This level of detail provides Council with confidence that proposals have been developed with sufficient consideration to appropriate design standards for road layout. Proposals are sufficiently detailed to provide a basis for cost estimates and future detailed design development as construction budgets and grant funding become available.
