The City of Coffs Harbour has developed a Draft Road Management Policy to guide how the City manages and maintains its road network into the future.
Now we're inviting the community to review the draft policy and tell us what you think.
Whether you're a daily commuter, local resident, business owner, cyclist, or visitor, your feedback will help shape how the City prioritises road maintenance and manages its road assets across the region.
Why the Draft Road Management Policy matters?
Roads are among the City's most important community assets, connecting people to homes, schools, workplaces, services, and recreational areas.
The City manages a large and diverse road network, including around 792 kilometres of sealed roads and 95 kilometres of unsealed roads. Maintaining this network requires careful planning and responsible use of available resources.
The Draft Road Management Policy establishes a clear and consistent framework for how the City makes decisions about road inspections, maintenance, repairs, and upgrades. It aims to improve transparency, support risk-based decision-making, and ensure limited funding is directed where it is needed most.
What's in the policy?
The draft policy outlines how the City will manage its road network, including:
- A risk-based approach to road maintenance and repairs
- Clear priorities for responding to road defects and hazards
- How road inspections are carried out across the network
- Management of sealed and unsealed roads
- Clarification of how unmade roads are managed
- A consistent framework for maintenance decision-making
- Consolidation of several existing road management policies into a single document
The policy recognises that not all roads can be maintained to the same standard. Instead, maintenance and renewal works are prioritised based on factors such as:
- Risk to road users
- The function and importance of the road
- Traffic volumes and usage levels
- Available funding and resources
By adopting a consistent and transparent approach, the City can better manage its road network while balancing community expectations, safety, and long-term financial sustainability.

What Happens Next?
After the exhibition wraps up, we’ll go through all the feedback and make any necessary changes. The final version will then go to Council for consideration of endorsement. Your feedback will help make sure the policy reflects what’s important to our community.
