City of Coffs Harbour is sharing this consultation on behalf of the NSW Government.

The community is encouraged to provide feedback on the NSW Government’s planning proposal for the revitalisation of the Coffs Harbour Jetty Foreshore Precinct.

It’s an important opportunity to have your say on the planning proposal for the proposed rezoning of the area. The proposal is supported by an illustrative Masterplan which shows how the planning proposal could enable a revitalised Jetty Foreshore and a vibrant and thriving precinct.

The proposal offers a range of intended benefits. It focuses on preserving and enhancing the green space east of Jordan Esplanade while extending the foreshore zone northward to create vibrant activity nodes throughout the parkland. It seeks to balance development with funding for community initiatives and foreshore improvements, ensuring thoughtful outcomes. A structure plan for the Marina precinct will guide future development to enrich the working harbour experience and support sustainable local businesses.

Other intended outcomes of the planning proposal include connection with Country and honouring the area's history, strengthening and growing culture on Country, and healing the landscape. Improved connectivity across the precinct is proposed by linking attractions via safe pathways, managing parking, and expanding opportunities for beachfront boardwalks. Additionally, the southern headland is envisioned as a local, regional and national hospitality and tourism destination.

What’s on exhibition?

The NSW Government is seeking feedback on the Coffs Harbour Jetty Foreshore Precinct planning proposal via the NSW Planning Portal until Monday 30 June 2025.

The planning proposal seeks approval for:

  • Changes to permissible land uses.
  • Changes to permissible maximum building heights.
  • Planning controls for future State Significant Development Applications including design guidelines and design excellence processes.

The planning proposal is supported by an illustrative masterplan that shows how the precinct could be developed and enhanced for the benefit of the community.

Next steps

At the conclusion of public exhibition on Monday 30 June 2025, the assessment of submissions phase begins, with timeframes generally ranging from 6 to 9 months. The Planning unit at the Department of Planning, Housing and Infrastructure (DPHI) will review all submissions and request Property and Development NSW (PDNSW) to prepare a Response to Submissions. The document will be available on NSW Planning Portal during the assessment period: https://www.planningportal.nsw.gov.au/ppr/coffs-harbour-jetty-foreshore
