What is the City of Coffs Harbour’s role in the project?
City of Coffs Harbour is helping to promote the opportunity for the community to participate in the NSW Government’s consultation on the Planning Proposal for the Jetty Foreshore precinct, to help ensure engagement is meaningful and collaborative.
The Coffs Harbour Jetty Foreshore Precinct revitalisation is a NSW Government project, led by Property and Development NSW (PDNSW). The Department of Planning, Housing and Infrastructure (DPHI) has received a planning proposal from PDNSW under the State Significant Rezoning Policy, and this is currently on public exhibition.
The City of Coffs Harbour is a key stakeholder for the precinct and will review the proposal and prepare a technical submission for consideration by Council, to be submitted during the exhibition period.
At the conclusion of public exhibition on Monday 30 June 2025, the assessment period begins, with timeframes generally ranging from 6 to 9 months. The Planning unit at DPHI will review all submissions and request PDNSW to prepare a Response to Submissions. The document will be available on NSW Planning Portal during the assessment period: https://www.planningportal.nsw.gov.au/ppr/coffs-harbour-jetty-foreshore

The revitalisation of the Jetty Foreshore precinct is led PDNSW, a state government agency. They have outlined that the revitalisation will be staged and funded, over time, to deliver the shared community vision, and that funds generated will be reinvested back into the Precinct, enabling the enhancement of open space, delivery of important civic infrastructure and preservation of the precinct’s Aboriginal and European history and natural environment.
Why is the NSW Government both submitting and assessing the planning proposal?
The development of the Jetty Foreshore precinct is being led by PDNSW, an agency within the DPHI that reports to the NSW Minister for Lands and Property, the Hon Stephen Kamper MP.
PDNSW have lodged the planning proposal with a separate area DPHI that reports to the Minister for Planning and Public Spaces, the Hon Paul Scully MP.
