Planning Proposal PP-2023-650 - Removal of Floor Space Ratio Controls (Woolgoolga Town Centre)

On 23 March 2023, Council resolved to initiate a planning proposal to remove floor space ratio controls from the three business centres within the Woolgoolga town centre. This proposal supports the intent of the Woolgoolga Town Centre Masterplan and relates to the draft planning controls currently on exhibition (27 March - 26 May) for the Woolgoolga town centre.

What is the objective and intended outcome?

The purpose of the planning proposal is to amend the Coffs Harbour Local Environmental Plan (LEP) 2013 to remove floor space ratio controls within the 3 business precincts in the Woolgoolga town centre to align with the actions and recommendations of the Woolgoolga Town Centre Masterplan.

The City engaged consultants Smith and Tzannes, to do a floor space ratio analysis report for the 3 business precincts within Woolgoolga to determine the most appropriate means of controlling the bulk and size of buildings to reflect the vision and recommendations within the Masterplan. The analysis has identified that current floor space ratio controls within Coffs Harbour LEP 2013 for Woolgoolga act as a significant constraint to development and achieving Masterplan’s vision.

The analysis recommends removing floor space ratio controls for the 3 business precincts due to the wide variety of potential land uses and site dimensions. The analysis also recommends that instead of floor space ratio controls, the Coffs Harbour Development Control Plan (DCP) 2015 should provide appropriate controls relating to building frontages, landscaping, deep soil zones, private open space and solar access. These amendments to Coffs Harbour DCP 2015 are included in the draft planning controls, currently on exhibition (27 March - 26 May), for the Woolgoolga town centre. In accordance with the Minister’s determination and Council’s resolution, Planning Proposal PP-2023-650 will be publicly exhibited from Monday, 22 May 2023 to close of business on Thursday 22 June 2023.
