What is the draft CMP about?
We’re developing a Coastal Management Program (CMP) for the Northern Estuaries – Arrawarra Creek, Pipe Clay Lake and Corindi River. The CMP set out a long term strategy for the management of the estuaries to improve and maintain their environmental, social, cultural and recreational values and manage the current and emerging issues.
The CMP will guide the implementation of actions over a 10-year period. It will also enable funding and delivery of projects that provide tangible benefits to the community – including maintaining healthy ecosystems and biodiversity, protecting public assets from coastal hazards, and ensuring safe and sustainable access to the estuaries.
It’s important to note that management actions in the final Program will depend on future funding and resources, and responsibility will be shared across several agencies.

The CMP is now complete and was certified by the NSW Minister for the Environment on 25th February 2026. You can view or download the Final CMP under "Documents" on this page.

Along with technical studies, the Draft CMP has been developed in consultation with the community and key stakeholders. From 2020 to mid 2022, we invited the community to share their thoughts and feedback via surveys and interactive workshops.
In consultation with the community, we identified and developed a list of potential management actions to address the issues identified in Stage 2 and were involved in identifying opportunities, ranking and prioritising options in developing a suite of Draft management actions for the CMP.
Following the consultation and technical studies an initial list of potential management actions has been developed. The draft CMP outlines the actions to be implemented, including the responsibilities, timing, and cost.

land use planning
foreshore management
stormwater and water quality outcomes
and environmental monitoring.
During March 2023 we are running two community drop-in sessions where the community will have the opportunity to see and comment on the draft management actions and chat with the project team.

A Report has been developed that outlines the key issues and sets a plan for the remaining stages.
Stage 2 - Community consultation - late 2021
Arrawarra Creek, Pipe Clay Lake and Corindi River Coastal Management Program has finished this stage
We investigated the issues identified by the community and stakeholders in Stage 1 in more detail, using the latest data and information, in order to determine the cause of these issues and impacts.
Stage 3 - Community consultation - July 2022
Arrawarra Creek, Pipe Clay Lake and Corindi River Coastal Management Program has finished this stage
Involved the development of a list of potential management actions to address the issues identified in Stage 2. The community and stakeholders were involved in opportunities to identify, rank and prioritise these options.
Stage 4 - Community sessions - March 2023
Arrawarra Creek, Pipe Clay Lake and Corindi River Coastal Management Program has finished this stage
We have developed the final CMP plan of action. It states all of the actions that need to be implemented, including the responsibilities, timing, and cost. The plan was developed during late 2022. The community have opportunity to see and comment on the draft management actions at a series of community drop-in sessions in early 2023.
Report to Council - 2024
Arrawarra Creek, Pipe Clay Lake and Corindi River Coastal Management Program has finished this stage
Draft CMP reported to Council to seek endorsement for public exhibition.
Public Exhibition - 2024
Arrawarra Creek, Pipe Clay Lake and Corindi River Coastal Management Program has finished this stage
Post public exhibition CMP to Council for consideration to proceed to Certification.
Arrawarra Creek, Pipe Clay Lake and Corindi River Coastal Management Program has finished this stage
Feedback from the public exhibition has been considered and the post exhibition CMP will be reported back to Council for progression to the NSW Government for Certification.
Stage 5 - Implementation of CMP
Arrawarra Creek, Pipe Clay Lake and Corindi River Coastal Management Program is currently at this stage
Will involve the ongoing implementing the CMP actions over a 10-year period. The CMP will enable the funding and implementation of projects that will provide tangible benefits to the local community - through maintaining healthy ecosystems and biodiversity, protecting public assets from current and future hazards and ensuring safe and sustainable access to the estuaries.
